Case study: revamping a state road corridor with lighting, drainage and safety systems

Nigerian infrastructure projects rarely fail because of asphalt alone. A corridor degrades when drainage, lighting, signage, and enforcement are procured separately and commissioned years apart.

This programme packaged the full corridor: subgrade rehabilitation and resurfacing, reinforced side drains and culverts, solar street lighting on both carriageways, reflective road markings, and pole-mounted cameras feeding a state command centre.

Delivering it under one engineering team removed the seams where corridor projects usually stall. Drainage inverts were set before paving, lighting foundations were cast during earthworks, and camera ducting was laid once rather than cut back in later.

The measurable outcomes are the ones government stakeholders care about: night-time trading hours extended, response times to incidents shortened, and flood-driven pavement failure ... the largest single cause of road deterioration in the region ... engineered out at source.

For federal, state, and local authorities planning similar Nigerian government infrastructure works, the lesson is procurement design: bundle the corridor, not the trades.
